There is nothing in these rules stopping you from running community businesses. They're still a great way to earn more CAS Sims and add to your Sim Multiplier. They're just not as necessary anymore to advance the city.
Hope you'll enjoy it if you do try it out :)

Phones are unlocked together with electricity :)
